Professor Andreas Loeschel holds the Chair of Environmental/Resource Economics and Sustainability at the Ruhr University Bochum since September 2021. He was Professor of Economics at the University of Münster (2014-2021) and at the University of Heidelberg (2010-2014) and Head of Department at ZEW - Leibniz Center for European Economic Research. He received his PhD in Economics at the University of Mannheim in 2003. Since 2011 he has been the chairman of the Expert Commission of the German Government to monitor the energy transformation, and since 2024, Chairman of the Board of Directors of the "Energy Systems of the Future" (ESYS) initiative of acatech, Leopoldina and the Union of the German Academies of Sciences and Humanities. He also directs the Virtual Institute Smart Energy North Rhine-Westphalia (VISE). Andreas Loeschel is a Lead Author of the Intergovernmental Panel on Climate Change (IPCC) for the Fifth and Sixth Assessment Report (2010-14, 2017-22). He is a member of the German National Academy of Science and Engineering (acatech). In the Frankfurter Allgemeine Zeitung (F.A.Z.) economist ranking he was several times among the 50 most influential economists in Germany. For outstanding research in economics he received the German Economics Prize of the Joachim Herz Foundation 2022.


Professor Dr. Andreas Löschel ist Inhaber des Lehrstuhls für Umwelt-/Ressourcenökonomik und Nachhaltigkeit an der Ruhr-Universität Bochum. Davor hielt er Professuren an der Universität Münster (2014-2021) und der Universität Heidelberg (2010-2014) und war Forschungsbereichsleiter am ZEW - Leibniz Zentrum für Europäische Wirtschaftsforschung. Er promovierte 2003 in Volkswirtschaftslehre an der Universität Mannheim . Professor Dr. Andreas Löschel ist seit September 2021 Inhaber des Lehrstuhls für Umwelt-/Ressourcenökonomik und Nachhaltigkeit an der Ruhr-Universität Bochum. Seit 2011 ist er Vorsitzender der Expertenkommission zum Monitoring-Prozess "Energie der Zukunft" der Bundesregierung, seit 2024 Vorsitzender des Direktoriums der Initiative „Energiesysteme der Zukunft“ (ESYS) von acatech, Leopoldina und AAkademienunion und leitet seit 2017 das Virtuelle Institut Smart Energy in Nordrhein-Westfalen. Daneben ist er Research Associate des RWI - Leibniz Institut für Wirtschaftsforschung, Mitglied der Arbeitsgruppe für ökologische Fragen der Deutschen Bischofskonferenz (seit 2013), Mitglied der Wissenschaftlichen Kommission Niedersachsen (seit 2017) und des deutsch-japanischen Energiewenderates (seit 2018). Andreas Löschel ist Mitglied der Deutschen Akademie für Technikwissenschaften (acatech) und war im Senat der Universität Münster. Im Handelsblatt-Ökonomen-Ranking VWL war er unter den Top-100 Forschern und im F.A.Z.-Ökonomenranking war er mehrfach unter den 50 einflussreichsten Ökonomen in Deutschland.

 

Bevor er den Ruf an die Ruhr-Universität Bochum angenommen hat, war Andreas Löschel Inhaber des Lehrstuhls für Mikroökonomik, insbesondere Energie- und Ressourcenökonomik, an der Westfälischen Wilhelms-Universität Münster und seit 2010 Professor für Volkswirtschaftslehre an der Universität Heidelberg. Davor war er seit 1999 am Zentrum für Europäische Wirtschaftsforschung GmbH (ZEW) in Mannheim beschäftigt und leitete dort von 2007 bis 2014 den Forschungsbereich "Umwelt- und Ressourcenökonomik, Umweltmanagement". Von 2005-2007 arbeitete er für die Europäische Kommission am Institute for Prospective Technological Studies (IPTS) in Sevilla, Spanien. Er war Gastwissenschaftler am Massachusetts Institute of Technology (MIT) (2003), an der Universität Stanford (2005), der Australian National University (2010, 2011, 2019), der Universität Oxford (2017) und der Tsinghua Universität Beijing (2013) sowie Gastprofessor an der Universidad Pablo de Olavide, Sevilla (2006-2007). Er war Oxford Martin Fellow an der Universität Oxford (2017) und ACT-ANU Energy Expert in Residence (2019). Im akademischen Jahr 2021/2022 ist er zudem Alfried Krupp Senior Fellow am Alfried Krupp Wissenschaftskolleg in Greifswald.  Er ist Research Associate des Institut d'Economia der Universität Barcelona, Fellow im CESifo Netzwerk, Research Fellow an der ANU sowie Visiting Chair Professor an der University of International Business and Economics (UIBE) in Peking.

 

Andreas Löschel studierte Volkswirtschaftslehre an der Friedrich-Alexander-Universität Erlangen-Nürnberg (Diplom-Volkswirt), der University of California, Los Angeles, und der Wayne State University in Detroit (M.A.). Er promovierte 2003 als Promotionsstipendiat der Deutschen Forschungsgemeinschaft an der Universität Mannheim mit einer Arbeit zu den ökonomischen Wirkungen klimapolitischer Maßnahmen zum Dr. rer. pol. und wurde 2009 an der Universität Oldenburg habilitiert (venia legendi für Volkswirtschaftslehre). Für seine Forschungsarbeiten erhielt er verschiedene Stipendien, insbesondere ein Promotionsstipendium der Deutschen Forschungsg­emeinschaft, ein Stipendium des Deutschen Akademischen Austausch Dienstes für einen Forschungsaufenthalt an der Australian National University, ein Stipendium der Fritz Thyssen Stiftung für einen Forschungsaufenthalt am Department of Economics der Stanford University, ebenso wie eine Vielzahl von Preisen, insbesondere den Ehrenpreis des Wiso-Fakultätsbundes für das beste Diplom an der Wirtschafts- und Sozialwissenschaftlichen Fakultät der Universität Erlangen-Nürnberg (1998), den Deutschen Studienpreis der Körber-Stiftung für seine Diplomarbeit (Erster Preis, 2000), den Preis der Karin-Islinger-Stiftung an der Universität Mannheim für seine Doktorarbeit (2004), den Preis für Wissenschaftskommunikation der Universitätsgesellschaft Münster (2021) und den Deutschen Wirtschaftspreis der Joachim Herz Stiftung für herausragende wirtschaftswissenschaftliche Forschung (2022).

 

Professor Löschel hat die Europäische Kommission, das Europäische Parlament, die OECD, die Weltbank und Bundes- und Landesministerien zu wirtschaftspolitischen Fragestellungen im Bereich der Umweltökonomik beraten, insbesondere in der Energie- und Klimapolitik. So hat er maßgeblich an den Folgenabschätzungen des Energie- und Klimapakets 2020 oder des Energie- und Klimarahmens 2030 der EU Kommission mitgearbeitet. Er ist Mitglied im Kuratorium des Akademieprojekts "Energiesysteme der Zukunft" der Nationalen Akademie der Wissenschaften Leopoldina, der Union der deutschen Akademien der Wissenschaften und acatech. Andreas Löschel ist seit 2006 Mitglied im Ausschuss für Umwelt- und Ressourcenökonomie des Vereins für Socialpolitik. Er ist Mitglied in verschiedenen wissenschaftlichen Beiräten (Agora Energiewende, DIW, EPICO, EWI, Wuppertal Institut).

 

Seine Forschungsinteressen liegen in der Energieökonomik und –politik, der internationalen Umweltökonomik, der Ökonomie des Klimawandels, der experimentellen Wirtschaftsforschung sowie in der quantitativen Folgenabschätzung regulatorischer Eingriffe mit Hilfe von Simulationsmodellen. Andreas Löschel hat mehr als 80 Aufsätze in Zeitschriften des (Social) Sciences Citation Index veröffentlicht, z.B. Ecological Economics, Economica, Energy Economics, Environmental and Resource Economics, European Economic Review, Journal of Environmental Economics and Management, Journal of Economic Dynamics and Control, Journal of Public Economics, Land Economics, Nature Geoscience, Nature Climate Change oder Proceedings of the National Academy of Sciences (PNAS). Er ist im Herausgeberbeirat der Zeitschriften Climate Policy, Energy and Climate Change, Energy Journal, Perspektiven der Wirtschaftspolitik und Resource and Energy Economics und etliche Special Issues verantwortet (Applied Energy, China Economic Review, Economica, Economics of Energy & Environmental Policy, Energy and Buildings, Energy Economics, Energy Policy, Resources, Conservation & Recycling und Resource and Energy Economics). 

 


Professor Dr. Andreas Löschel has held the Chair of Environmental/Resource Economics and Sustainability at Ruhr University Bochum since 2021. Since 2011, he has chaired the expert commission on the German government's "Energy of the Future" monitoring process, has headed the Smart Energy Virtual Institute in North Rhine-Westphalia since 2017, and is co-director of the Australian-German Energy Transition Hub. He is lead author of the Intergovernmental Panel on Climate Change (IPCC) for the 5th and 6th Assessment Reports (2010-2014, 2017 - 2022). In addition, he is a Research Associate of RWI - Leibniz Institute for Economic Research, a member of the Working Group on Ecological Issues of the German Bishops' Conference (since 2013), a member of the Scientific Commission of Lower Saxony (since 2017) and of the German-Japanese Energy Change Council (since 2018). Andreas Löschel is a member of the German Academy of Science and Engineering (acatech). He was among the top 100 researchers in the Handelsblatt VWL economist ranking and was among the 50 most influential economists in Germany several times in the F.A.Z. economist ranking.

Before accepting the call to Ruhr-Universität Bochum, Andreas Löschel held the Chair of Microeconomics, in particular Energy and Resource Economics, at Westfälische Wilhelms-Universität Münster and was Professor of Economics at the University of Heidelberg since 2010. Prior to that, he was employed at the Centre for European Economic Research GmbH (ZEW) in Mannheim since 1999, where he headed the research area "Environmental and Resource Economics, Environmental Management" from 2007 to 2014. From 2005-2007, he worked for the European Commission at the Institute for Prospective Technological Studies (IPTS) in Seville, Spain. He has been a visiting scholar at the Massachusetts Institute of Technology (MIT) (2003), Stanford University (2005), Australian National University (2010, 2011, 2019), Oxford University (2017), and Tsinghua University Beijing (2013), and a visiting professor at Universidad Pablo de Olavide, Seville (2006-2007). He was Oxford Martin Fellow at the University of Oxford (2017) and ACT-ANU Energy Expert in Residence (2019). In the academic year 2021/2022, he was a Senior Fellow at the Alfried Krupp Wissenschaftskolleg in Greifswald. He is a Research Associate at the Institut d'Economia of the University of Barcelona, a Fellow in the CESifo Network, a Research Fellow at ANU, and a Visiting Chair Professor at the University of International Business and Economics (UIBE) in Beijing.

 

Andreas Löschel studied economics at the Friedrich-Alexander-University Erlangen-Nuremberg (Diplom-Volkswirt), the University of California, Los Angeles, and Wayne State University in Detroit (M.A.). In 2003, he received a doctorate in economics from the University of Mannheim as a doctoral fellow of the German Research Foundation (DFG) with a thesis on the economic effects of climate policy measures. In 2009, he habilitated at the University of Oldenburg (venia legendi for economics). For his research work, he received various grants, in particular a doctoral grant from the German Research Foundation, a grant from the German Academic Exchange Service for a research stay at the Australian National University, a grant from the Fritz Thyssen Foundation for a research stay at the Department of Economics at Stanford University, as well as a number of awards, in particular the honorary prize of the Wiso-Fakultätsbund for the best diploma at the Faculty of Economics and Social Sciences at the University of Erlangen-Nuremberg (1998), the German Study Prize of the Körber Foundation for his diploma thesis (first prize, 2000), the prize of the Karin Islinger Foundation at the University of Mannheim for his doctoral thesis (2004), the Prize for Science Communication of the University Society of Münster (2021), and the German Economics Prize of the Joachim Herz Foundation for outstanding research in economics (2022).

 

Professor Löschel has advised the European Commission, the European Parliament, the OECD, the World Bank, and federal and state ministries on economic policy issues in the field of environmental economics, particularly in energy and climate policy. For example, he has been a key contributor to the impact assessments of the Energy and Climate Package 2020 or the EU Commission's Energy and Climate Framework 2030. He is a member of the Board of Trustees of the Academy Project "Energy Systems of the Future" of the National Academy of Sciences Leopoldina, the Union of the German Academies of Sciences and acatech. Andreas Löschel has been a member of the Committee for Environmental and Resource Economics of the Verein für Socialpolitik since 2006. He is a member of various scientific advisory boards (Agora Energiewende, DIW, EPICO, EWI, Wuppertal Institute).

 

His research interests are in energy economics and policy, international environmental economics, the economics of climate change, experimental economics, and quantitative impact assessment of regulatory interventions using simulation models. Andreas Löschel has published more than 80 papers in journals of the (Social) Sciences Citation Index, e.g. Ecological Economics, Economica, Energy Economics, Environmental and Resource Economics, European Economic Review, Journal of Environmental Economics and Management, Journal of Economic Dynamics and Control, Journal of Public Economics, Land Economics, Nature Geoscience, Nature Climate Change or Proceedings of the National Academy of Sciences (PNAS). He is on the editorial board of Climate Policy, Energy and Climate Change, Energy Journal, Perspectives on Economic Policy, and Resource and Energy Economics, and is responsible for several Special Issues (Applied Energy, China Economic Review, Economica, Economics of Energy & Environmental Policy, Energy and Buildings, Energy Economics, Energy Policy, Resources, Conservation & Recycling, and Resource and Energy Economics).
